Unable to link my bank account to transfer my PayPal balance.

I was transferring my PayPal balance to my bank account. But PayPal message states "This account needs a little help to link it. Contact us and we can help with that". I clicked on "contact us" was directed here. Could you resolve the issue?

1. https://www.paypal.com/smarthelp/contact-us
2. Click Account profile and set up     
3. Click Bank account      
4. Click Link and confirm     
5. Click Message Us or Call Us after the “This information might help” box.
