You can only add a local bank account to a country specific paypal account, the exception is that you can add a U.S bank account to most countries paypal accounts. This is because Paypal is a U.S company and allows that for its citizens working internationally.
However that U.S bank account has to have been opened in the U.S. You can't add a virtual U.S bank account like Wise or Payoneer OR a USD currency bank account.
