Select a bank account from another country, not the United States

when adding a bank account, I am prompted to enter the account number in the states. How can I change to an account number in Kazakhstan?

In a lot of countries you can't add a local bank account.

The exception is Paypal allows a U.S bank account to be added to most countries Paypal accounts as Paypal is a U.S company. This is for the convenience of their citizens working or living abroad.

The U.S bank that is added has to be one opened on U.S soil and not a virtual/digital bank as Paypal does not support banks like Payoneer or Wise.
