Paypal claims account and routing number are "not correct" but they are

Paypal is not allowing me to add my bank account. It says my routing number and account number are wrong despite them being correctly entered. I can't log in to link my account either.

Paypal is useless if I can't link my bank account and if this isn't resolved, I will be closing my account.
