Payment declined

Hi all. I had an email from paypal saying a payment was declined as I had no direct debit instruction set up from my bank. However, my bank is listed as a funding source, and when I click on 'complete set up' next to the bank account in question, the page fails to load the first time, and the second time I try I  get a  system error message from PayPal telling me to try again later. 

Any thoughts?
