Not taking Ebay payments out of my Paypal balance

I quit selling on Ebay since they went to managed payments but I still purchase items there.  I have now make 3 or 4 different purchases on ebay as of late and every single one of them, instead of taking it FROM my Paypal balance (I did select on Ebay at time of purchase Pay with Paypal) AND I DO HAVE enough funds in my Paypal account balance to cover my purchase, but they all end up being charged to the CREDIT CARD that I linked to my paypal account instead of using the outstanding AVAILABLE FUNDS balance that I have with Paypal.  AND I checked my account to use Paypal as Primary with checking & Credit Card secondary and third.  IS THIS A RECENT EBAY THING???  How can I get the Ebay purchases to use that Paypal balance instead of the linked credit card?  Thanks for any help.

I am also not selling on eBay for about a year. I make frequent purchases on eBay though. For about a month PayPal has been taking funds out of my bank account even though I have funds in my PayPal account and I've indicated the PayPal account as my preferred payment method.

We're seeing the same thing and it's driving me crazy. You're no longer prompted to choose between balance or card and the split toggle is gone. I panicked when thousands disappeared from my checking account when I'd paid via PayPal for a bunch of purchases. But I just did another purchase and there's no way to tell eBay to use the PayPal balance. Maybe it's something in my PayPal account. Digging.

I found where PayPal has a payment preference section in the Payment Preferences:

And there was nothing set. I set the online payment to Paypal Balance but I just did another transaction and it STILL hit the bank account.

I have mine set to take it from Paypal (else whats the use of even having paypal) and Ebay seller(s) had paypal as a payment option YET it took it from my Credit Card.  I just want to know if this is a recent change or a paypal thing or a Ebay thing or whatever.  Im surprised I received not many people that know of a fix or know why this is happening here.  If I really cant take out of Paypal on purchases, I'm probably going to liquidate my Paypal account altogether as what exactly is the purpose of Paypal then.  Cant say asking the community on this issue did me any good in finding a solution.  Is there ANYBODY at Paypal who can provide an answer?  At least it seems I'm not the only one.

They may have fixed it - did a purchase this morning and got prompted to use Balance and other methods vs just processing immediately. Multiple purchases yesterday all skipped the payment choice screen - but this morning it's back

Same issue here.  I have ample PayPal balance but every single time I purchase on eBay, it's charging my linked AMEX - despite claiming that "If you have a balance, we'll use it first" when I open the eBay payment preferences.

EDIT: I decided to try my hand at contacting PayPal about this - and am pleasantly surprised.  I opened up a "chat", described the issue and within minutes got this reply:

"Upon further checking your eBay was currently in an autopay set up and your AMEX account ending in 09 was used. And good news! I have successfully updated the payment method for eBay to PayPal balance.  Rest assured that the issue for using your AMEX account for eBay will not happen again."

I got an email almost instantly that my "billing agreement with eBay" had been changed, which was the agent making the change for me.  I look everywhere and saw no autopay option to undo myself, FWIW.   Fairly confident this has been rectified though I haven't made a purchase to confirm.  Hope this helps.
