New Account Question

I just created a new PayPal account and added my MasterCard/Bank account, a couple minutes later i was charged with 1$ [it's a small amount but however] , does PayPal usually charge when creating a new account and will it keep randomly charging my card?

Thats to confirm your card and once done is refunded.
