Negative balance problem

I have a negative balance due to my bank canceling a payment (as recommended by paypal to stop a transfer scam and my bank had taken action as soon as I contacted them), however, now after that, I have gotten an email and a negative balance on my account. I don't want to add money to my account and have it go to the scammer either. I have been trying to get in contact with someone through phone and message but no one has replied, do I close my account and then make a new one? What do I do?
