My new Paypal account is totally not functioning

I just created a new Paypal personal account, having a decade-long experience with a business account. This new account is totally non-functioning: will not accept any of my credit cards, will not accept any of my IBAN numbers, will not even accept my attempt to create answers to the security questions used to recover my account in case of problems. My bank claims that no attempt has been made by Paypal to use (connect) the cards. So the account seems to be dead. Yes, i have confirmed my email address, deleted and re-created the account (twice), and no messages or emails from Paypal, informing about all this. What's next? Thank you.

You aren't trying to use the same email address on x2 paypal accounts are you?

Strange question. Is this even possible (i mean, can one create a second account with the same email address?). But, no, i am not.

Hi everyone. Welcome to the PayPal Community Forum! Thank you @kernowlass for your input on this thread. We appreciate your time and assistance!

 

@eyeprotocol, I'm sorry to hear you've run into some issues creating another PayPal account. If your cards and banks are already linked to the first account, you may have some difficulty adding them to the second account. Also, if you've opened and closed and re-opened PayPal accounts with similar information, you may run into road-blocks using the full functionality of your account before our security system is able to verify some info. 

 

First, I'd recommend against closing and reopening an account again. If you run into road-blocks using your account, it's best to keep that account open and fix the issue instead of trying to go around it. Second, I'd recommend clearing your browser's cache, cookies, and browsing history to remove any outdated browsing data. 

 

Next, I'd make sure your email address and phone number are confirmed, and then check for any actions that may require your attention in the Resolution Center. If you don't find anything there, I'd recommend moving on to adding and confirming a bank or card that you haven't tried to link to another PayPal account in the past. Please keep in mind there are limits to how many accounts a funding source can be in the history of that funding source. If a bank has already been on 2 accounts, and a card on 3 accounts, they normally cannot be used in PayPal again.
