Paypal has held 46.00 dollars in my account and refuses to refund me its been11 years its not the amount its the principle. I put the 46.00 dollars in my PayPal account they should refund the back to my account they won't let me remove my old card and link a new card so I can link the new card for my refund

There are occasions when you do not get it back.

Examples are....

You opened the account with fake details.

The account is not in your legal name.

You can't provide i.d documents.

You opened the account in a country you don't reside in.

Also

Sometimes they confiscate funds under this policy.
