Linking bank

So I recently suppressed my account on PayPal but I still need it. I understand that I can’t have it back but when I try to create a new account with a different mail and same bank it doesn’t work. It refuses to let me link the same bank and I don’t know why. I just have one bank so I can’t change it so how do I need to do for it to work?

Do you mean your other account had a permanent limitation?
