Issue with confirming bank account

Hello, just inquiring into a issue i'm having with confirming my bank account. When prompted for the two small amounts my bank is only showing $0.00 for both amounts and when i try to put that in paypal wont accept it. Just hoping someone may know how to procced. Thank you.
