I have been unable to link my USD bank account to my PayPal account,what could be the reason,do I need to have funds on my PayPal before I'm able to link or could it be because my bank account doesn't have a middle name as my PayPal account?

My PayPal account includes my middle name but my bank account doesn't,how can I reach the Customer care for PayPal,it keeps taking me to Resolution center,with no contacts to reaching support

In your country you can only add a U.S bank account that has been opened in the U.S.
That option is for U.S citizens who if they are working abroad can add their bank account to other countries paypal accounts as paypal is a U.S company.
However you cannot add a USD currency account OR a digital/ virtual account like Wise or Payoneer.
Advice is voluntary.
