Impossible to add card

Hi, I rescently received my new credit card. New address and new expiration date. Its been a month that I can’t add my new card. I called 5 times paypal for that. They told me to deleate my account, create a new one, asked to whait 5 days and 48 hrs etc. My informations are the same on paypal and on my credit card. My card is rejected everytime. What can I do? Help plz,
