If I purchase a PayPal branded money card at a store, will I be able to link it to PayPal and transfer money with it? I'm trying to send money to my friend but I wanted to ask before purchasing the card, I've noticed other gift card companies are blocking money transfer apps now.

I do understand your query. This will not be possible I'm afraid.
When you add a Prepaid or Cash Card to your PayPal account, it can only be used for making online purchases. It cannot be used to send money to Friends and Family.
Please try adding an alternative bank/card to send your payment to your friend.
