I am sorry to know that you're facing issues while adding a card. I know the urgency to add the card to your PayPal account. Sometimes, PayPal's Security System monitors and detects many different factors to keep the network as secure as possible. In this case, you will have to wait for a couple of hours and try again at a later time or you can try adding a different card. If the issue persists, please check the Resolution Center to see if there are any notifications regarding your account status.
