I cant use my balance help

Hello everyone 

I have a Paypal balance that is available to use (13 $ ) but somehow whenever i tried to buy something or do a purchase it keep asking me to add a debit card or bank account and sadly i have none of those since they are blocked in my country so is there is any way i can use that balance or i simply cant use it ? 
I mean this cant be sucks more then that I mean first struggling to live and then this ... 

I wish Paypal could understand the situation I am on and figure out a solution for such a people like us

So what I understand from the link u provided that there is no way to use that balance anymore unless I use a debit card or something similar .
