I certainly can understand how this situation could cause frustration, but that error message indicates your card issuer is not letting PayPal have access to the card you're trying to link. If a card issuer declines PayPal's requests to use the card, we can only ask you to contact them to see what the problem might be. In the mean time, linking a different card to your PayPal account would be the only other option. Thanks for your patience during this time.
