"This card was declined, try a different payment method or contact the card issuer" I have a vanillia visa gift card and it has money and its not expired but i still cant add it.
Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.
