I can’t send $1000 to overseas

I’ve already linked my bank account. But if I try to send the money to my friend in Japan PayPal asks me “link the bank account or add your credit card “ , then I link again, but they say like I do something wrong. I can’t send. Why??

Have you confirmed both cards / bank accounts on your Paypal account?

Are you sending in a currency they have added as a receiving currency on their Japan Paypal account.

Have they confirmed their email address?
