I can not Deposit or withdraw funds

Hi,

I see negative balance in my profile with warning massage:

Deposit funds to settle your outstanding balance.

First i need a clarification why do i need to pay this money,

Second when i press on 

Deposit Fund

Deposit Funds

Treat yourself to something with the money or put it aside for emergencies.

Deposit money with giropay

Log in to giropay and deposit money into your PayPal

Literally nothing happens! empty pages opened, further more i received email from law company that i have to pay the money plus additional fees for being late, would you please logically explain all this to me in details and how should i proceed when the links are not working!

Ask customer services?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
