You can't add a local bank account in Kenya, has to be a card I think.

To withdraw funds you need to use the services of M-PESA or Equity Bank to transfer out of a Kenyan PayPal account.
If unable to get those to work customer service assistance would be needed.

I was in a similar situation with my Kenyan Business account. So the simple solution is to go to Wise (formerly known as transferwise) and get an account. They will give you the option of creating a US account number or an EU account number that can be used by PayPal and wise will deposit into any Kenya bank not just Equity.
