How can I unlink a card to my old account permanently, so I can relink it with my new account?

BECAUSE it cannot be relink to new one, it says 'The card is already linked to another account', where in it's already unlinked to my old one.

Should I close my old paypal account? So that I can re-link it with the new one and the ''card is already linked to other'' issue will be gone?

Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?
