You don't have a balance in your country unless you set up a balance account.
This is because you don't need one for purchases as you can fund them from your funding source ie bank or card.
If you don't have one and sell something then unless you set up a balance account any funds will auto transfer to any confirmed bank account you have linked on your paypal account.
