Suddenly, PayPal changed my account balance from zero to -$354.99. I was not able to get a logical explanation from any of 3 representatives. I'm told that I can't file a CLAIM or a DISPUTE, but I certainly want to COMPLAIN. How do I file a COMPLAINT? I can't find any way to complain & ask for an explanation.
