The amount PayPal took to have me confirm my bank account never showed, so like the dummy I am, I tried guessing. After 3 attempts, it won’t let me link my account. Can I try again later? I’m unsure what to do.

You are supposed to allow 6 business days for the code to show on your bank account as per link.

Can't believe you thought you could correctly guess it out of the millions of computations !!!

Do it incorrectly x 3 times with the code and you would no longer be able to confirm your card or bank account that way.

You would need to wait until the phones are up and running again and then ask customer services to add it for you.
They would probably request that you upload a copy of your card or bank statement to prove ownership of the account as you couldn't manage the code method.
