Getting my Debit Card back

I decided to delete my old paypal account, because of issues beyond my control, and for some reason it wasn't allowing me to delete my debit card, even if my balance was $0. I figured that this would be fine since the account would be closed. I was wrong.

 

I haven't been able to link my debit card to my new account, and I have contacted customer service yet no response. When looking for a number to call them, there is none and this is frustrating. I just want to be able to use my card. Changing my entire card number is not an option either.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
