Doesn't accept credit card

I made a paypal account last night, but I used invalid email address by mistake. It wouldn’t let me change the address, so I removed the credit card and deleted the account. Today I made a new account, with same information, but it keeps declining my card. Everything is okay with the card, and it worked perfectly fine with the old account yesterday. Why doesn’t the new account want to accept it?

Clear cookies/history etc /  and allow 72 hours for paypals system to catch up and then re-add it.
