Card linked to other account

How to remove my card linked to my closed account? i re-signed up using the same email but my card is not linked with my paypal account. however, when i want to link the same card to the account, it stated that my card is linked to other account. please help

If you closed a paypal account without removing the card first then only customer services can help you remove it.

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
