Card has been declined and I'm not sure why?

Greetings.
I've been pulling my hair at the current situation I'm in regarding PayPal's declination of my card. I've been trying to add it for the last 2 or so hours, but I only kept getting Authentication errors. When I purchased something to confirm it wasn't a problem with the card and tried again, the card was now being declined by PayPal. I would heavily appreciate any suggestions or solutions as I'm at a loss on what to do here.

The card type is a prepaid visa, I have confirmed/activated it and country associated is Croatia
