Card declined?

Bank Card keep getting declined again and again, although all card details including billing addresses are correct, however keep getting declined? What seems to be the problem?

I am sorry to know that your card being declined and I understand this can be frustrating. If you're trying to add a card and it is being declined, our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding card/bank can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. In this case, you may try again at a later time. Unfortunately, there are some cards that aren't compatible for use with PayPal. This may include most online or virtual cards. If the issue still persist, kindly check the Resolution Center to see if there are any notifications about your account status. If there are no notifications, to protect your privacy, your card issuer or bank doesn't tell PayPal why your card was declined. Contact your card issuer or bank for more information.
