You are allowed x2 accounts but only if x1 is business and the other x1 is personal.
You can only add a card to a paypal account a max of 8 times in that cards lifetime.
Allow 72 hours between removing and adding + clear cookies/cache and if no luck try another browser/device OR ask customer services for help to link it?
