Cant link my account or debit card to paypal

Hi, 

I cant link my bank account or debit card to paypal account. I tried everything what is writen in help center but nothing helped. 

Also i live in Slovakia and i have second bank account in czech republic that i will be closing soon because i dont live there anymore and when i tried to link my czech account or debit card from that bank there was no problem with it. But when i tried to link my Slovak card or bank there is error.

I even tried to close and account and create a new one with same email but still cant link card or bank.

Can you help me please im desperate.

same problem here in slovenia.  I cant link my credit card. Asked the bank, they say no problem there.

Then  l link my bank account, succesfully, verified by Paypal,  but still can not transfer funds to my PP ballance, nor sent money.

Help section is useless, no replay from PP mail,

can community help?
