Cannot link new Visa card to PayPal

Hello guys, I use PayPal since 2013 and did not have much problems, but my old Visa card expired, and I can't link new Visa to PP.
I always see the message "it is declined by bank issuer". Contacted PP and a bank many times this month, but still there is no help.
I can use this Visa card to pay on TikTok, Google Pay and other online services, but it is not possible to pay 1USD to link PayPal
That is why I think the issue is on PayPal side, how else could I pay on TikTok/Google Pay...
Anyone had same issue?

I did not solve it yet, people working in a bank told me I have to ask PayPal to send some evidence that transaction is declined by card issuer, but PayPal still does not respond to a message.
If you did not contact PP yet, click Help on homepage, then "Message us". If you find a solution, please let me know.

Maybe your card's issuing bank is too small and PayPal considers it has risks?
Can you try another credit card from a large bank like BOA or Chase, to see if it works?

I am a customer of that bank since 2013, also I use PayPal for the last 10 years, and did not have problems until now. PayPal just says it is declined by bank, they do not say it's a small bank or something like that.

A few suggestions that may help understanding the issue.
1. Link another Visa card in your PayPal account. Does it work? If so, you can use that card to make payments for now.
2. Link this Visa card to another PayPal account, e.g., your Spouse. Does it work? If so, the issue is specific to your account.

I do not have any other Visa card, I have opened bank account in another bank, but I have to wait about 10-15 days to receive their Visa card.
We are not allowed to use a card on someone else's account.
Maybe I could try to open a new account (business) on PayPal and try to use this Visa card, it is not linked to personal account anyway?
But, I have funds in personal account, and I cannot withdraw or send money unless I link a card to personal account.

Welcome back to the PayPal Community Forum! I'm sorry to hear you've run into some issues linking a visa to your account. I can understand how this must be a bit frustrating. Thanks for letting us know what you've tried so far. I do not recommend opening a new account or trying to link this card to another account.
Normally, when the bank sends a card with a new expiration date, all you should have to do is edit the current card on your account. Here are the steps to update the expiration date and enter the new CVV code. After that the card should be active and you shouldn't need to remove the card and then add it again.

My new card has different card number than the old card, so I cannot update it, it's removed.
I opened new bank account (another bank) and I wait for a new card.
Once I receive new Visa card, I'll try to use it on PayPal.
