Cannot Link BANK or CREDIT CARD

Hey, When I link a new bank account, it says "We're sorry. We're not able to process your request right now. Please try again later." every time. 

Also, after I successfully linked my CARD (I was charged and confirmed the code from my bank), I got a confirmation on Paypal that Card has been added successfully.. and then it returned to the "Link a debit card or bank" menu....  how to fix it? I need to withdraw money right now
