Can't remove card number or bank account from paypal with negative balance.

Hello guys, I just wanna know if there is any way to remove my bank account/credit card from my paypal Account with negative balance.

My previous PayPal account was canceled due to personal reasons. Can I remove my bank card from that account and allow myself to create a new account again?
