Can't link debit card. "Declined" comes over and over again. Serbia. Bank is ok with Paypal.

Also I didn't make mistakes typing the card security code. My coworker linked his card, similar to mine, from the same bank without any problem. Also tried to link it to my wife's account, but the message said "it is alredy linked". HOW? Didn't manage to contact paypal directly in message center. Found a lot of messages here with mark "solved" but with no solution.
