By what authority does PayPal have to withhold have of payment to me for 3 weeks?

By what authority does PayPal have to withhold half of payment made to me for 3 weeks for private sales? This is crazy and never happens with my bank or deposits with my bank. I offer my PayPal to help people who want to use their card or to Pay with their PayPal funds NOT to have my funds denied to me and told I have to with for their allotted time before they will give me my money. Definitely the last time I do this as I dont expect to also pay 2% of a sale to PayPal to also then be told they are locking up my money for 21 days. Why am I also paying 2% fee to accept payPay for private sales? What authority or law allows them to do any of this.

The authority is their legal user agreement, agreed in each country where Paypal operates.

And again by what authority did they reduce my monthly allowable transfer of my balance from $1500 today telling me I can have the other $2000 in 21 days and after this post I get an email telling me they changed their mind and have reduced it down from $1500 to only $1000. This means I have to wait for 6 weeks to get my $2000 out. This move by them today was retaliatory because I complained here. This morning they tell me it was $1500 and after I post here they email me a reduction to $1000. Once I get my $2000 Im scrapping using PayPay and they will loose all the accounts I pay automatically monthly using them. This is insane behaviour.
