Bank declined electronic funds transfer

I didn’t know I had insufficient funds in my bank account so my paypal went negative and I attempted to pay it by sending the exact amount of money from my bank to pay it off but I received an email saying my bank declined my electronic funds transfer!!! I didn’t get the money back either it’s been like 2 days am I supposed to wait? And how can I just send the money to them if they don’t allow from my bank account I’m so confused and frustrated 😞

You need to ask your bank why they declined the transfer surely?
