Bank Account locked out of PayPal system?

I called PayPal customer service because I wasn't able to link my bank account and they said because I tried linking it before, I would have to wait 48 hours for some sort of lock on my account to be lifted and then call back so that they could add my bank account, so I did. I then called them and they said they were unable to link the bank account and that they would remove the lock and call me back later to link my bank account to my PayPal account. I never received a call back so after 2 days I called them again and finally they said that they can't link my bank account at all anymore. I didn't try to link it myself anytime after the first time that I called them but they said that I tried too many times so the account is completely locked from being linked to any PayPal account. Is there anything that can be done about this?
