Balance problem

I have two currencies in my balance. Israeli shekels and united states dollars. When I try to purchase stuff online, it wont let me use the dollars. Why? How can I use them or transfer them to dollars? Thanks in advance

Have you marked USD as your primary currency in your paypal wallet before making the transaction that requires USD?
