After linking debit card to PayPal suddenly 82.99₹ debited from my account why?

Yesterday I linked my debit card to PayPal and after linking suddenly 82.99₹ debited from my account I can't even report that transaction. Is there any costomer care number for India? If there please let me know

That is part of the card confirmation process as per link and is refunded after said confirmation.
