Already my account has been debited twice by Paypal with the promise that a four digit code will be sent since last week. Till now, I have not seen the code to help me lift the payment limit.

Welcome to the PayPal Community! I'm sorry to hear you've run into some issues confirming your card. Have you reached out to your card company or bank to see if they can read off the charge's description? Sometimes it may not show correctly on your end, but they should be able to see the charge and it's description from their side.
