Negative balance although it got withdrawn from my card

Hi, 

So I got a mail from PayPal that they couldn't withdraw 204 euros from my Bancontact card because there was not enough money on it, so I got a negative Paypal balance of 204 euros. The day after, I received my salary on that same card and PayPal still withdrew the 204 euros. Yet my balance remains a negative one of 204. 

Moreover, I tried to pay again with PayPal and it removed my Bancontact card as a payment method and I can't add it anymore. 

What should I do to 

1. Get my balance on 0 again. I don't want to pay twice. I already paid once. 

2. To link my Bancontact card.
