Linking card to account but keeps getting declined, why?

I have been trying to link a gift card to my PayPal account and it keeps telling me that the card was declined. I had it linked yesterday, but I accidentally removed it and now I can't get it linked. What would the reason for this be? I have confirmed the card is active and has a balance. I have tried to link to my husbands account and it won't link there either.

I understand your concern about adding a gift card. The physical gift card/ prepaid gifts cards can be linked as a payment method and be used for redemption during checkout just like any other credit or debit card. To redeem a Digital gift card, please check this help center article.
