email is more useful for generalist answers.
that's why paypal can be reached by phone to better answer.
there is also support on facebook / twitter

Bonjour , facebook ou bien twitter : Le customer service met à votre disposition des robots programmés qui ne répondent pas au vraies questions. Really bad experience with this kind of service. I don't recommand it at all.

you still talk about robot, but as stated in my answers, the phone exists to reach a paypal customer advisor.
