Refuse to buy PayPal even though the account is activated with a Visa card and provides money

Please help
I have purchased items from Ebay but when I pay paypal refuse  the Visa card, although it is valid and the account is activated and has enough money.
Knowing that I am from Algeria, I am buying

I'm sorry to hear that your payment hasn't gone through.

I'd advise checking with your card issuer and also the eBay seller. It could be that they don't ship to your country for example or there's a verification issue with the card.

hi i can't even send money to my freind . the problem not in shipping to my country . i think the problem is with my visa card it is virtuall visa card in entropay bank . please i need a help .
