Cannot send money to another Paypal address

Hi, I have a problem sending money to my friend's email address. I don't know why.

I am receiving this message anytime I send money and withdraw money. And, Customer Service does not respond at all:

Error

"There’s an issue with your PayPal account. Please go to the resolution center so we can help you resolve this quickly."
