withdraw in europe to virtual cards

is it possible in eu to withdraw your paypal balance to virtual cards? 
i have tried wise-redotpay but it says not  supported 
also asked people in many different EU countries, and they said both were not working

so I want to know if any one has tried a virtual card in eu and it works
notice:wise-redotpay can be used in some countries outside eu for withdraws

We are sorry to hear that you are unable to withdraw the money from PayPal account to virtual account. PayPal does not supports online/virtual accounts. You can transfer money from PayPal balance account to your eligible bank account or debit card. Kindly refer the article for more details and steps to withdraw your funds.

thank you for your answer.
i always read that Paypal doesn't support virtual cards but in some countries, it works like any other real card (I witnessed it by myself)
so I was questioning why in Europe it doesn't but there seem to be different regulations
