why is the wrong currency used to withdraw funds to my bank account?

I cannot change the currency when attempting to transfer funds to my bank account. It's using the wrong currency with a very bad exchange rate.

I am trying to transfer USD, the bank account is in USD, why is it forcing me to transfer to ILS?

Withdrawals to bank accounts are always in the local currency of the account OR the opening currency of the paypal account if that currency is not supported.

Both the currency of my bank account and the opening currency of my paypal account are in USD

Withdrawals to bank accounts in Israel can only be done in ILS.
